Shelton Quarles Has A Todd Bowles Message For Fans

Todd Bowles gets a powerful endorsement.

Newer Tampa Bay fans probably don’t realize that Shelton Quarles was a Buccaneers starter (1999-2006) at linebacker for the one of the greatest defenses the NFL has ever seen.

He’s worked in the Bucs’ front office ever since his six-month retirement from playing.

Soft-spoken Quarles is not one do interviews since his playing days. The team’s senior director of football operations, however, sat down with The Sports Web over the weekend and fielded a question about Todd Bowles.

Quarles, with affirming nods of his head, acknowledged that Bowles is unpopular with fans when host Peter Blake brought up the subject. Quarles soaked in the question about Bowles and responded with a powerful endorsement of the Bucs’ fifth-year head coach.

“He is the most prepared person that I’ve been around,” Quarles said of Bowles. “… He is the most intelligent person from the defensive perspective.”

Bowles is a master of knowing defensive players capabilities and not calling defenses that stretch beyond their abilities, Quarles said, especially backups filling in for starters.

“Like he’s unbelievable,” Quarles continued. “I enjoy the conversations that we have at 4:30, 5 in the morning before everybody else gets in. So, just stick with him, believe in him, trust in what he’s doing, trust in what he’s building. He’s unbelievable in regards to football knowledge.”

After the past couple of seasons, Bowles’ defense has a lot to prove. And fans are going to want to see results in a hurry, considering the injection of new defensive talent in free agency and what seems likely to be another couple of premium defensive picks in the draft, in addition to Calijah Kancey returning healthy.

The Bucs must at least produce a defense on Day 1 of the 2026 season that is capable of beating the likes of Kirk Cousins, Tyler Shough and Quinn Ewers.

    I always here how Bowles is some type of defensive mastermind. A genius, yet somehow it never translates onto the field! All that matters is how the players play and that speaks volumes under Bowles. The defense plays lifeless, slow, “bored’ and chokes on itself. Middle of the field is ALWAYS open. Has to hire a game clock manager? Maybe his son knows how to actually plan a pass rush. He is the reason a 12yr PILLAR of the team left for less $$.     if the last couple of years (most especially last year) is being prepared, then why are we are bouncing off the bottom of the league with our secondary and linebacker play, letting rookie QB’s tear us up and losing 7 of 9 games to end the season because its always 1 guy out of position on the big plays???????     If the Bucs had even a middling back-up level QB starting, they’d have won at least 5 games that stretch instead of 2, and they’d have easily made the playoffs.

    One person cost the Bucs the playoffs, cost us Mike Evans – and that one person is Baker Mayfield. If he didn’t absolutely collapse down the stretch, when it mattered most, the Bucs get into the playoffs, in a year with zero dominate teams, and then who knows what happens. But Bum Baker didn’t allow that to happen.

    With said, they can talk about defensive schemes, matchups, etc
    But everything is a moot point with the defensive roster this team has

    I just don’t see any talent on this defense

    I’ve said it before, I’ll say it now:

    The reason the Bucs defense has not been great is personnel. On the surface, you might blame Licht for that…but I believe the Glazers, Licht and Bowles all agreed to focus on the offense first…then start building the defense.

    We are about to start the second year of rebuilding the defense…and really, it was short-changed last year in the first round.

    But Bowles is now focusing on it, and we’ll see if he really is great at it.

    Fundamentally, Todd’s strategies may be sound, but to end every loss with “we didn’t execute” repeatedly is more acceptance of failure.

    Todd doesn’t make adjustments when things aren’t working out. That’s why his players ease off on the throttle.

    If it’s not working, it’s not working, and the responsibility of the head coach is to do everything he can to win. Period.

    Maybe having as many chances as Bowles has had he’ll somehow figure out how to coach-to-win rather than a coach who stubbornly refuses to accept that his game plan is not working, and then make adjustments to compensate.

    At least that is what I’ve observed over the three seasons I’ve fanned the Bucs.

Second every year the Joes try to pump up the bugs chances of going anywhere. Third, its clear the bugs moves this past year are not of a winning team anymore.     Obviously the defense has bin bad. Really bad. But i watched Shelton and that defense. 100 percent his pinky knows more about football them all these commenters here on this site put together. With the right pieces like 2020 he can field a dangerous D but he’s gotta get the suh types the JPP and Shaq Types. We didn’t have the greatest secondary but with the pressure we got the secondary did just fine. Fix the trenches and find a ILB that can cover sideline to sideline and this d will help us win some games

    No one should doubt, Todd may be the smartest “IQ wise” head coach / defensive coordinator in the NFL.

    I’m assuming that you do realize that our 2023 defense ended up ranked #7 in the NFL, and only allowed 325 pts on the season, least since 2008. I also assume you realize that the Bucs have been digging out from a VERY DEEP salary CAP hole since Todd Bowles assumed the HC reins in 2022, and that money always impacts the quality of TALENT you can stock the cupboards with. Bucs seem to have intentionally focused on rebuilding their OFFENSE first, and 2026 seems to be the first year we can focus more on DEFENSE.

    Our Bucs’ defense has gone downhill over the past 3 years (using 2023 as the baseline). The 1 area where our defense has noticeably regressed, besides Points Allowed, is in Red Zone TD Allowed (RZTD) Percentages.

    o 2023: 42.6% RZTD (23 success of 54 attempts)
    o 2024: 54.4% RZTD (31 success of 57 attempts)
    o 2025: 69.8% RZTD (30 success of 43 attempts)

    That’s horrific because Bowles’ defenses have long been known for giving up yardage but being able to hold reasonably well in the Red Zone. Not so these past 2 years (we did exceptionally well in 2023 BTW). WHY? Was it the play-calling in the Red Zone or the lack of talent to ‘hold the line when the pressure’s really on’? Personally I believe it was the latter: we weren’t big enough, we weren’t strong enough, and we weren’t nasty enough.

    There’s another factor that’s equally as damning, and that’s explosive plays resulting in TDs. People define them differently, but just for kicks use 20 yards or more (outside the Red Zone?) as the criteria for any rushing or passing explosive play that results in a TD. Look at the results for 2023-2025 timeframe:

    o 2023: 0 Rushing – 11 Passing explosive plays for TDs
    o 2024: 0 Rushing – 9 Passing explosive plays for TDs
    o 2025: 5 Rushing – 11 Passing explosive plays for TDs

    In other words, in 2023 & 2024 our defense made opponents work for it; no rushing TDs of 20 yds or more. In 2025 that fell apart. Our team tackling last season was abysmal. Obviously the horrendous injuries situation took a toll, but that’s a small part of the reason IMO.

    The bigger part is that our DLine sucked at gap control and our interior LBs sucked at compensating by filling the holes. IOW as a TEAM the front part of our defense didn’t play well TOGETHER last season. Y’all can blame Bowles & the coaches for that all you want. To me, that indicates much more a lack of FIELD LEADERSHIP.

    A key element of ‘proof’ BTW is to look at how our 2 primary starting ILBs performed in each of those years:

    o 2023: LVD – 15 games – 957 def snaps – 4.5 sacks – 134 tackles (86 solo) – 6.3% Missed Tackle Rate – 78.8% Pass Completions Allowed.
    o 2023: Devin White – 14 games – 894 def snaps – 2.5 sacks – 83 tackles (49 solo) – 6.7% Missed Tackle Rate – 67.4% Pass Completions Allowed.

    o 2024: LVD – 17 games – 1078 def snaps – 5.5 sacks – 122 tackles (76 solo) – 10.3% Missed Tackle Rate – 84.6% Pass Completions Allowed.
    o 2024: KJ Britt – 14 games – 613 def snaps – 0.5 sacks – 72 tackles (40 solo) – 8.9% Missed Tackle Rate – 73.3% Pass Completions Allowed.

    o 2025: LVD – 17 games – 1023 def snaps – 3.5 sacks – 114 tackles (61 solo) – 10.2% Missed Tackle Rate – 73.1% Pass Completions Allowed.
    o 2025: SVD – 16 games – 910 def snaps – 3.0 sacks – 101 tackles (66 solo) – 12.9% Missed Tackle Rate – 85.0% Pass Completions Allowed.

    Looks to me like Missed Tackle Rates have gone up considerably since 2023, and that Pass Completions Allowed rates have also gone up. Little wonder to me that we’re now seeing a major revamping of our Linebacking corps.
