While the surging Panthers enjoyed a bye week, the Bucs appeared idle for most of a rainy afternoon. What made it even more discouraging was that the 3-10 Saints didn’t play particularly well in pulling off an upset that left Tampa Bay and Carolina tied atop the NFC South at 7-6.
