It means no more “launching”…..you know those hits that everybody loves (including the league who promotes them in commercials) where the Safety “leaves his feet” to make a bone crunching hit?
That will now be a 15 yard penalty and a fine

What they should do is reteach players not to tackle with their heads. I’m so sick and tired of bad tackling in the league. Players need to learn how to form tackle.
Remove the facemask and or helmet and the problem would be solved.

Players can’t “launch” or allow their feet to leave the ground against a “defenseless” player. Multiple fines will result in draft picks being taken away from a team.

It’s more a case of them trying to cover their asses legally in case the next player to suffer a devastating injury decides to sue.
If they were serious about head/neck injuries they’d be cracking down on the RB’s that use their helmets as a weapon (Adrian Peterson) just as much as the defensive players

Only difference is Adrian knows he’s doing it. In other words, he’s not defenseless, right? It’s the RBs choice to cause that injury to himself, correct? Ask Mike Alstott. He would have had a few more years left in him, unfortunately, his style of running dictated his injury.
I know and totally understand, its a tough physical sport(“that’s why girls don’t play the game coach”, but you can tackle/hit someone correctly below the head and neck.
